HFS & IAMHP Provider Meeting Material

Beginning in CY2026, the Joint Accountability Meeting series will be held quarterly, and follow the cadence below.

The purpose of these meetings is to escalate provider concerns that have not been addressed through the normal dispute resolution pathways. Prior to submitting a new provider-specific or global issue for consideration on the agenda, HFS expects each provider association to validate that the provider has already attempted to resolve the issue directly with the MCO and/or through the HFS Managed Care Provider Resolution Portal. 


Issues must be submitted using the IAMHP Joint Accountability Meeting Log Template, according to the instructions outlined in the first tab of the document. Completed templates should be emailed to Rachel Thomas (rachel@iamhp.org) at IAMHP with IAMHP Support (support@iamhp.org) AND HFS (HFS.MCOProviderCoordination@illinois.gov) cc'd. 


Personal Health Information should never be listed on this template. Under the Health Insurance Portability and Accountability Act (HIPAA) of 1996 and revisions to HIPAA made in 2009's Health Information Technology for Economic and Clinical Health (HITECH) Act, covered entities -- which include healthcare providers, insurers and their business associates -- are limited in the types of protected health information (PHI) they can share with other organizations.


Protected health information includes all individually identifiable health information, including demographic data, medical histories, test results, insurance information, and other information used to identify a patient or provide healthcare services or healthcare coverage. ‘Protected’ means the information is protected under the HIPAA Privacy Rule.


IAMHP should not have access to PHI nor should Health Plans have access to other plans' member's PHI. Send PHI to the designated contact person at the corresponding plan using this MCO Claim-Issue Template. Providers can find the designated PHI contact for each health plan in this Protected Health Information Contact List.
